I thought it would be brought to the federal level for legislation. You could se it coming when he made his statement on gay marriage.
He has destroyed the military with the issue already. And Pelosi wants to force chaplains to perform gay weddings in the military. Thats an order chaplain. Do it or be dismissed from military service.

If any of his positions or core values reflect adversely on his political fortunes, he'll change them to suit the circumstances.
And then back again if necessary.
