They need Mayor Guiliani running the show so they can have law and order again.
The only crime Bloomberg worries about is drinking Big Gulps and putting salt on your food.

This is one of those "legal to do, but not a good idea to do" type things. The thugs who took the chain have also raised social tensions for everyone who lives in the area.
