Barry will capitulate and support the House Bill giving All Americans a tax break instead of using the issue to create more class warfare. It's too risky for him right now. If this came up after he won the election, he'd let the country collapse before he'd budge.
But luckily, he'll be forced to sign it and still won't get another term.
