You are correct on that bobby.
Producing a product has been shutdown.
Production employees are gone as well as support personnel for production employees are gone.

And the reason it is kept OPEN is because of possible future plans to resume production and add production employees with the improvement in the economy as long as Republicans stay out of the way and let the Democrats finish straightening out The Economic Messes that they caused.

I read that GM was offered 220 million dollars to open the Janesville plant for something or other when they were deciding on reopening one of their plants. They turned down the 220 million dollar offer and decided to go to another location.
I did not book mark the article.

Those jobs went to China.
GM increased and expanded its operations and production in China by 55% since the bailout.
