Clinton had a Republican Congress for his last 2 years in office and Bush 2 after had one for 6 more years.Republicans controlled Congress for 8 straight years when everything they enacted and/or wrote that was passed that eventually led to the crashing of the country.Including the deregulation of Wall Street which was Mostly Responsible for Americas economic collapse in 2008 under George W. Bush.
Bill Clinton DID sign the legislation that pretty much allowed Wall Street to police themselves with little or NO oversight even though Bill Clinton before signing off on it insisted that there be oversight to insure that what happened in 08 didn't happen.
The Republican Congress who was in charge of the Committee that were to oversee said oversight ignored Wall Street excesses and schemes that crashed the country.
Mostly because,they too,were investing their money,making lots of money,off of Wall Streets criminal enterprises.
Why isn't none of the Wall Street criminals in jail NOW?

When a sitting President has to put all his eggs in the basket of a disgraced, disbarred and impeached former President to save his own incompetent ass.
