rules for playing play it again

Hi, I'm a new member so please bare with me. Does anyone know the rules for playing "play it again"? Do the loser tickets have to be from a particular time period to enter them? Is there a limit on how many can be entered? Should they be entered on a daily basis or quarterly? Thank you for any help. Nancy
