Must be nice to work in government where job performance has absolutely no bearing whatsoever on your pay scale or raises.
And who decides what government's pay scale and raises will be?

After 4 years of a pay freeze this will be a net loss for all fed employees.

This 1/2% - 1% pay increase won't cover the tax increase that will great everybody on the other side of the "cliff".
