Why not? This restriction is for the benefit for healthier children.
Government controls the content of school lunches.
Bloomberg dictates sody size, Salt content. Dictates who can feed the poor, Who can hand out water.
The government regulates lemonade stands.
The government is after those with more food in their pantry they can use in a week.
On and on and on.

Drug tests too.
If the people who work for the money have to pass drug tests, the people who take it from them should too.
