Only 2 billion?
As children of illegal parents born in the USA Those children are legal citizens of the United States. As legal citizens with no legal citizenship parents makes those legal citizen children "dependents"of the United States government.
Now add up all the legal entitlements those legal children qualify for will certainly exceed the 2 billion birth cost.

Add up what a qualified individual could or may receive from federal or state benefits from cradle to employment would certainly add up to a large sum of money.
If they do not go beyond the income level to pay taxes they may not be paying taxes.
Social security is a fact no matter what income level anyone receives in wages.
