Seems to me it's an illegal driver's license if it's issued to an illegal alien.
But like all Democrat policies, you can't expect it to make any sense.

Why is it if we catch them at the border we send them back but if we catch them further north we give them driver's licenses?

All they have to do is move to Tennessee and they can drive without one because half the residents living there now are illiterate and can't pass a driver test written or oral.
