Of course Bush #2 would be the biggest spender. He still has Secret Service protection while Bush #1 and Carter do not. I think Clinton has a reduced security crew.

But if you think Bush #2 being the biggest spender is bad, just wait until Obama retires. My money says Obama will be spending twice the amount Bush #2 is spending.
