A septic system is not much different than an outhose.
With a septic system you still must put a vent generally thru the roof to vent the menthane gas created from the underground tank.
s**t and piss flows into a septic tanks which has a leach field which is generally 100 feet of leach pipe in stone pebbles or crushed stone.
Your water that flows into your setic tank dilutes the s**t into a sludge contaminating the water. The s**t turns to sludge which remains in the tank, The piss and contaminated water flows out the septic tanks into the leach field which drains into the soil system. The sludge is pumped out of the tanks on an as needed basis and transported to a sledge pit or to the city waste processing plant depending which is available to the septic service. Sludge pits are nothing more than a large capacity area to dump septic sludge from many homes into one concentrated location.

An outhouse does the same thing as mentioned for a septicsystem plus he is putting lime in the outhouse pit. The only difference is the composted sludge in the outhouse remains on his property.
As long as the outhouse is not contaminating a source of water there should be no problem with it.
Generally when an outhouse pit becomes filled to a certain level the outhose is moved a short distance to another dug pit and the old pit covered over.

What does the zoning guy think he does with the livestock manure on the farm. Take it to a processing plant. Yeah right.

What he has to realize is that common sense don't mean jacksh*t to Democrats in positions of authority.
They love to lord it over people.
They get off on it.
This ain't about the outhouse.
This is about people on a power trip.
