They absolutely should. I practiced cursive writing upon first entering school (Palmer method). Upon finish of learning it I was proud of myself for the accomplishment at my young age.
Personally I can not stand sloppy handwriting. I like to see handwriting that is clear and distinctly formed.

I learned the Palmer Method too, though you wouldn't know it to look at it.
I think they should still be taught to write cursive.
