I think that may be true in Saudi Arabia or Iran.   But I tell you what, every system fed state local for the most part are just that, messed up, and almost as bad a situation getting into it as the problem one is trying to resolve. Joe has a point he could be right on this one,   you get the govt involved and you may regret it.
