IRS - targets conservative, patriotic, christian groups for extra questioning (some bordering illegal if not outright illegal) and for extensive examination/audits/etc that extends over multiple years - rendering them impotent for the 2012 election cycle. Liberal groups, including one non-profit set up by Obama himself, special fast track to approval for tax exempt status.

EPA - Conservative groups = no waivers/reduced fees, etc. Liberal/green groups = routine waivers/reduced fees, etc.
