$20 billion isn't enough for God's sake!!!!!!!!!!!! The penalty must punish the perpetrators , in other words, make them think twice before doing it again. They spend $20 billion in three days!!!! They must file file for 30%-40% annual budget which would be somewhere in the neighborhood of $600 to $700 billion.

I don't know the operating budgets of the co-conspirators but it should also make big dent.
