If they are aware they are eligible and do not sign up that is their choice.

But once the government has a central data base on each persons info the government will decide your needs and take care of everything for you.
You will enjoy the government life of "Julius & Julia".

Millions of Americans don't sign up for food stamps because of PRIDE. But when there are children involved, one has to put his/her pride aside. This program was designed to act as a temporary safety net for families that are in dire need. It was set up for the NEEDY, NOT THE GREEDY.
