Tax revenue is received from taxpayers for the ongoing operations of the federal government.
Budgets are to determine an increase or decrease in a federal operation which is generally done yearly. If not done yearly federal expenditures will continue unless congress passes legislation to suspend operations of a federal program or department.

The debt limit is the major factor in determining budgets for each department for lack of funds.

The government is fuked up on how they currently do things.

Congress has already given prior funding level approval for federal expenditures.

Another thing.
All these federal departments and programs are settled law with an operating budget.
Any federal department or programs to be eliminated from the government need to be debated and voted on on an individual basis.

They are fukin with the people on all this sh!t.

If they can not get together and pass a yearly budget the federal government is to operate continuously at the level of last budget passed.
This continuing resolution sh!t is nonsense.
