The Department of Education is absolutely infested with Democrats who LIVE to do things of this nature. This is better than having a two hour orgasm for them. It's CONTROL and nothing makes a Democrat feel better than having CONTROL over other people and having the authority to make them do what they tell them to do. And the stupider and more outrageous the requirement the better.
I wouldn't be surprised if it does bring them to an orgasm.
