What all fail to realize is that it wasn't the dog as much as it was the owner of said dog.
When a person fails to realize that when their own responsibility is disregarded, incidents will happen. All animals can be taught to mingle amongst others without fear and incident. It is when the owners fail in their responsibility, that is when pain and suffering occur...

If the attacking dog had been on a lease, as the OWNER should have done, nothing happens. The dog's owner was irresponsible.
