The Dream Act signed by Obama was an order not to enforce the immigration law. That gave him refusal to IMPLEMENT the law.

Does not give him the right to bypass the written law. Implement the law means just that.

If Obama has a problem implementing the law because of a lack of resources apply to Congress to obtain the resources to implement the law.
