Obama pulled US forces out of Iraq according to the Bush agreement. However Obama wanted to leave military forces there but the Iraqi government would not agree to immunity for the troops that would remain. So all our troops left.
About that Iraq withdrawal

With that the responsibility of the Iraqi citizens being killed by insurgents falls on the shoulders of the Iraqi government. Will need to see how this pans out while ISIS butchers those not of their religion.
