It's not that he can't, it just make sense to use your wife if she is popular with the people, especially women. She is none threatening, has nothing to do with public policy, and does not hold any political office. This is nothing usual, all president's wives have been used in this capacity. Only repubs would attack the President's wife to get at the President in such a heartless and cowardly manner.
