When lower level education jobs disappear a higher education level is required to fill advanced level jobs. Before the disappearance of lower education jobs education level was not a debate.

I would say that America is to blame for all it's ills for allowing ,the rich and big business to buy it off. People are hurting because the movers and shakers are all for themselves, at least the bulk of them.
