Itsonly$, The payouts would be varied. The state with the largest populations, and this the most ticket sales, would probably be something like you'd have to lay $1.50 to win $1. States like North Dakota and Wyoming would be underdogs and pay more than $1 for $1. But the MUSL which runs PB and MM and other games already has enough on its hands.

Winning the Jackpot and taxes.
OK, I live in Wisconsin, a big tax State. I would take the Cash amount and move to Wyoming or South Dakota without a State income tax. If I take the annuity I have to file with Wisconsin every year for the rest of my life. Now, seeing that I want to give a large amount to charity anyway, could I say split my winnings between me for my part, and the other half to a new Charitable foundation? MarkP

Alaska and Wyoming get lots of revenue from natural resources. Correct me if I am wrong but I believe that not only does Alaska not have a State income tax but they actually pay there residents from oil revenues. Hawaii has alot of wealthy people who probably dont care to play the lottery and besides which state would the Hawaiians buy tickets from? Why does Nevada need a lottery?
