Only the Western Australia State Lottery is still run by the State. All other Australian States have have sold off the management of their state lotteries. The New South Wales Labor Party opposed the sale of NSW Lotteries in opposition. But, when they got into government, they sold it off.

Instead of giving the Retailer a Bonus for Selling the winning Jackpot Numbers only, they should get a percentage of every winning ticket they sell. That way they could codify the Entitlement.
