Florida and Claiming a Jackpot Anonymously
There's something fluky/crazy that I think is kind of interesting that could actually happen in Florida with a second place PowerBall win of either a million (or more) dollars.
In Florida, if you win more than $250,000 in any Florida lottery game, you can claim your winnings and remain anonymous, but only for six months! That's per Florida Statute 24.1051

The supported jackpot is $69.7 million whereas in the previous run, the supported jackpot was $66.9 million.
And the cash value is now 41.9 vs 39.9. The annuity value is 4.19% higher than in the previous run, but cash value, which is a direct measurement of sales is 4.77% higher. So a slow climb to a billion is arguably the game working as designed, not underperforming.
Not really design, but I think MM was hoping that ticket sales wouldn't have dropped as much as they did. They're making more money on each drawing for a given jackpot, but it has now been over 18 months since their last jackpot over $1 billion. This was bought to my attention from jimjwright regarding my prior post of DC Pick 5 1-200 million odds
As of right now Dc 5 has played all single digits 36 times in a row. Not 1 duplicate digit has been played in the 36 draws. Duplicate digits make up roughly 70% of the numbers. Mathematically this is impossible and seems to be what happened to pick 3 and Pick 4 in Tennessee in 2007

Lottery is not random it's predetermined
I've always believed that state lotteries truly want winners, especially big jackpot winners. What does rigging a draw do for the state?
I think there are two obvious reasons for the lotteries themselves to rig the game(s). One would be so that a few insiders could divert prize money to themselves. The other, and better, IMHO, reason would be to allow a jackpot to continue growing in order to boost sales.
