The positions are as independent as the previous draws. Where did the 67% come from? I recall testing something similar using excel and mixed positions, but it led nowhere because it did not happen with enough regularity to take any action on... far less than 67% using the data from Pennsylvania. One of the changes I made was to output the full distribution of 0-9 in the events I would count. It supported my observation that the most or least of something is in the minority of outcomes.

Maybe the trick is to treat your filter sets as Random as well. Even though the Filter sets are based on calculations derived from the draw history, perhaps the trick is to ignore them and instead play from a list of Filter Series and select them Randomly.
