Why isn't there a choice to split the Lump sum and the Annuity?
You can do that now: Buy two tickets with the same numbers and select Annuity on one and Cash on the other. Of course Playing that way will Cost you a few Bucks!

It makes it easier to use a consistent reporting value. State taxes - my experience
It may depend on the state. But my understanding is the trust only has to be created before its claimed not before the numbers are drawn. I haven't looked at every state but personally I think the best state to win in would be Texas. It allows claims to be both and anonymous and through a trust. It has no state taxes due. The 10X multiplier is only in play when the advertised jackpot annuity is $150 million or less . There are a total of 43 Balls (when the 10X multiplier is available) but the majority of them are 2X. Did Michigan just lower their cash payouts?
Michigan, which was recently listed as one of the bottom states for payout percentages, seems to have lowered their cash payouts on the annuitys. Awhile ago they paid $654,266 cash on a million annuity. Then it went down to $634,517.
