Most people reference age when they weigh the annuity or the cash value. What would be a reasonable cut off age where one says, heck no, am taking cash all the way from here

It is measly given the odds of winning and the fact that it's a 30 year annuity. It's worth 1.5 cents. A prize worth 1.5 cents would be fine if the tickets were 5 cents per line. They are not 5 cents. They're five dollars . What a joke.

Scratch off's
I rarely play scratch offs but my wife does. I noticed today that the scratch offs with a top prize of a million or more in Michigan are not that. They are a annuity amount paid over 30 years. I'm assuming the actual cash option is probably around half the advertised amount. I feel like it makes the ticket seem more attractive than it actually is. Do other states do this as well? Or is the advertised top prize amount actually won?
