It's my understanding that in my state if you win a larger prize the lottery commission is required to check to see if you owe back taxes, child support, have some other court ordered payment, or have benefited from certain government programs that require paying back under some circumstances.

Lottery money for education
Administrative bloat. Public schools (like any government agency) can spend unlimited amounts of money if you give it to them. The lottery gives them money, they waste it, and then they come crying to us that the kids don't have paper and pencils.
