if i had no way to convert it to non-lottery cash, and it was logistically impossible to buy all one thousand pick 3 combinations to convert it to $500, i would resign myself to buying a roll of high dollar scratchers. they have a higher roi than draw games.

How I Would Spend the $1,000 (The Hybrid Strategy)
If I were handed this card, I wouldn't pick any of the extreme options above. I would split the amount to balance entertainment, a shot at a massive payout, and a baseline return:
$300 on $20 or $30 Scratch-offs: I would buy a sequential pack or a roll. Since the odds for smaller prizes are high, this $300 would likely convert into roughly $100 to $150 in cash, while keeping a real (albeit small) shot at a five- or six-figure prize.

How do you actually pick your numbers?
For Pick-3, a plan of attack I have considered is looking at the least recent exact winning combinations, especially if they have gone 25+ years without winning (once-daily draws) or 12+ years without winning (twice-daily draws). The law of averages has to catch up to the dry numbers at some point.
