It's software that's cutting off sales at all retailers terminals at whatever time the lottery arbitrarily decided they wanted terminals shut down prior to the draw. So who made that decision? Is it possible to know on average how many people play PB or MM during a draw? I'm not sure that the lotteries even have a precise answer. They obviously know if somebody buys multiple tickets with a single playslip, and multiple playslips can be played in a single transaction as reported by the terminal, but we see posters who buy tickets at different stores and even different states.
