Arizona Lottery bans Fast Play bulk ticket purchases
9 out of 36 Fast Games show a progressive jackpot. And for whatever reason, the jackpot estimate shows up now when I visited the arizonalottery.com website. Go figure.
My main points were
Anti-buyout rules make more sense for Pick6 and Fantasy5, where the player picks the numbers and so can guarantee a buyout of all possibilities. US Powerball multi-state lottery game expanding to the UK
Man, I could write a book on this one. So I'll keep it brief...
How do you expect the prize pool to grow faster when you're adding 20% more players ??? (Not really- see next item.)
UK players will reject this based on the ticket cost and taxable (US portion) jackpots.
This is just a test market to see if Powerball can sell a $5+ ticket ( 4= $5.44 US). Why in your own back yard when you can do it in someone else's?
MegaMillions is paying the price of greed and Powerball is next.

Well put .....
For thirty dollars I can buy 10 to 15 powerball tickets for a cash value of 9 mil or six tickets of megamillions for a cash value of around 22 mil.
Of course, it's a lot harder to win than the scratcher but that's another thing.

Winner of $877,800 Idaho Cash jackpot is infamous bulk buyer
When you buy a ticket for a progressive jackpot game, you have no right to receive a refund of the progressive jackpot contribution. Anyone who expects to get their lost money back should never play this game.
The entire point of the game is that your ticket price includes a contribution to the jackpot which will go to the winner. Whether it's your neighbor or an out-of-state visitor is irrelevant.

1-MM should bring the price back down to $1. You want wide public participation in this type of game to pump the jackpot up.
2-most of lottery players are low-income people.
3-play the game three times / week like PB has done (T-R-Sun).
4-$1 price wouldn't make people to think twice about spending money to play the 1:292M odds (I'll try my luck with chump changes).
5-take 45% cut of the jackpot instead of 60% (return some of the money back to those initial jackpots).
