From a strictly practical perspective the lottery administration is doing a sufficient job if players can't predict the results of future draws to gain advantages over other players. I am not sure that it is cheaper. IT is not cheap, often it is not buying but renting software and paying repairs or changes. Real drawings requiring more paper?
