North Dakota.
Sooner or later, the North Dakota Lottery will have to give in and become a normal lottery. Do you see them selling scratch-off tickets and if so, when?

The Powerball scratch ticket would have been perfect for North Dakota, which cannot offer in-state games.

Well... my time in Florida has come to an end. My last night in Orlando I bought a $20 monopoly and hit GO. On that... I will GO away with $200 (well, really $180) extra in my pocket. Good luck to you Florida folks and everyone else who scratches. I'm moving on to a land with no scratchers. (North Dakota)

i think north dakota only started a lottery so they could sell powerball tickets. they are barely a lottery. if i were in charge of the MUSL, i would make sure that the lottery offers scratch-off tckets, as well as at least 3 in-state games, one of them being a jackpot game in order to get in. too many states are relying too much on multi-state games.think about it. EVERY mega-millions state offers another jackpot game that has potential to offer a multi-million dollar jackpot.

It appears that NYS allows for the best lottery scratch off Alabama, Alaska, Hawaii, Mississippi, Neveda and Utah Have NO LOTTERIES at all and North Dakota and Wyoming have NO SCRATCH OFF's and the highest scratch off in the country is TEXAS $50 for a scratch off at 7.5 million top prize And so NYS 30 scratch off is the best highest and best for the money.

Do these states have the three digit validation codes?
I'm working on a project and I'd like to know if the following states use the three digit validation codes. Example: FIV = $5.00 Arkansas Connecticut Delaware Florida Georgia Indiana Kansas Kentucky Nebraska New Mexico North Dakota Oklahoma Rhode Island Tennessee I'm from Ohio so I don't know if these states use validation codes. Any information that you can give would be helpful.
