The positions are as independent as the previous draws. Where did the 67% come from?
I recall testing something similar using excel and mixed positions, but it led nowhere because it did not happen with enough regularity to take any action on... far less than 67% using the data from Pennsylvania.
One of the changes I made was to output the full distribution of 0-9 in the events I would count. It supported my observation that the most or least of something is in the minority of outcomes.

The Thompson chart is a good example of a static replacement chart. It can be directly implemented as written with Excel XLookup.
A thorough back test of a static replacement chart will show it's limitations. Static is the keyword... when you use a static replacement strategy, the number you are swapping for still only has a ten percent chance of appearing. You are ending with the same 10,000 to 1 odds you started with (for a Pick 4). Not that it can't match, just that it happens too infrequ

You could implement that Thomson chart as an Xlookup in Excel. Just differentiate the 2 flip columns... maybe as flip_down and flip_up.
The carry is obviously mirror - 1
The first flip column is mirror - 2
The second flip column is mirror + 2

CSV results download: what level membership?
I have not found a .csv download option here on LP. I would be happy to find one but have not.
Did you check to see what your state lottery offers for past results?
