They've said why. They want bigger jackpots. When the jackpots are at 1B people who don't normally play will start buying tickets. The odds of winning are pretty much the same as before but now $5 gets you 1 ticket instead of 2 tickets. People who play every week didn't increase their budgets, they're just buying half as many tickets and the lottery is bringing in more money.
