Only the Illinois lottery would know how their RNG is seeded and what the formula is to generate numbers from the seed. You could email them, but I think it's considered proprietary technology not subject to public disclosure laws. Just think, if they disclosed it publicly all the mathematicians would reverse engineer it. It may be that even the lottery doesn't know because they got their RNG from a third party vendor.

Perhaps the 3D barcode took care of this problem. Not sure wish state it was but they'd scratch a tiny line across, scan the ticket and losers would go back in the mix. With 3D technology that way of cheating out the window! Thanks for clarifying it.

Out of curiosity I found an old CA draw game ticket and measured. Ticket is 3 1/4 inches wide and the Play Responsibly strip going down the side is 3/8 inches wide. It takes up 11.5% of the ticket, which is surprising to me because it seems like a lot less just eyeballing it.
