This would make a good short story for a book! I think the more likely answer is they brothers may have done some investigating into the Law and found the Statute of Limitiations for Theft in NY is probably 5-6 years. So even if somehow there was any evidence of their wrongdoing no charges can be brought against them......

This is how every state should do it; winners are allowed to remain annonymous (to avoid all the publicity problems (greedy distant relatives, kidnappings, theft, burglary, stalkers, scammers, beggars, etc) that arise from a lottery win), and the state can release their story without naming names or the city they live in.

It depends on the store.. If some stores have had problems with theft they will scan or some stores it is company policy to scan.. but most are not required.

Nobody, not even Warren Buffet or Bill Gates, walks away from a $14 million dollar payout without an extremely good reason. My guess is something highly illegal took place to acquire that ticket. Theft by a store owner or murder would be high on my list reasons.
