Tucker, I think you misunderstood. My numbers 1 and 2 are just things to be considered and decided upon when setting up the agreement/contract for the lottery pool. I have not read every article in the universe about lottery pool troubles, but I have read quite a few over the years about payment issues and ticket purchases.
