Banks are usually subject to the state they are registered; just like the people working in the are subject to the laws of the host country. It is how international commerce works. I would seriously doubt that the Israel Bank in NYC would be exempt from NYC, NY State, and US Federal laws. You put money in that bank, and you can consider US taxes a given.

hi todd....no I meant that are there international lotto agencies...I have tried to sent the Prime Ticket Service page by mail online to someone in the UK. It was here in MI, and it was 4 out of the 5 people in the drawing for $2 million at the International Freedom Festival. The last drawing they had for it was during Arts, Beats Eats in September, and all 5 people split it. Good odds if you ask me... 1 in 1 for $400,000 vs. 1 in 5 for $2M. I might not fly first class (all the time) and would choose business instead. There is usually a big different between the price of business class and first class on international flights (if you are not using frequent flyer miles or points).It would also depend on how often I would travel and where. After some time, I would probably feel guilty spending $5,000 to $10,000 on a first class ticket.
