Hello - my friend won $1,000 on a scratcher. She and her husband owe the state (California) $1,700. If they mail it in they will for sure have it taken by the state. However, is it true that if they go to the district office to cash they can avoid that happening? Thank you

The prize in California is parimutuel and it reached $2.2 million when it was won for the May 9, 2025 draw. The second tier prize is currently twice that amount at $4.4 million. California prizes are hard to figure out. I know that one won a lot less than normal because the state sold only about 1 million tickets, and the odds of a second place win is 1 in 11 million. 1/11th of $1 million is half of what was actually awarded, and I think that is because the 3rd place prize of $50,000 had no winners, so the prize pool for that one was given to the 2nd place prize. I posted the LIST (not lists) for California in the Pick 3 section on this site to show my ability to predict winning 3 digit numbers. You stated that touts usually charge a fee, well i've charged nothing for my list. The list I posted was for free. The esteemed LP member, AllenB, challenged my assertion, so I created a list for HIS state...California, so he could see. I can't play in California because I live in Michigan and the list that I created was for AllenB.
