I agree with the corruption view...the MA lotteryhas already proven to be rife with it accordingto a report issued last year. This is, after all, the lottery that Whitey Bulger won and where winning scratch tickets have turned up in the same storesand families way more than chance would dictate. Andit is inexcusable - after all, the money is there, what possible non-corrupt reason can they have fornot writing a lump sum check? I just got a new seasonticket, so I have a year to think about it.

CASH/LUMP SUM VS ANNUITY
The thing to remember is that the annuity is the lump sum invested over 20-25 years (however long it is). If youhad the lump sum, you'd invest most of it yourself and make the same if not more - taking the lump sum just removes the state (and state corruption) from the process. I'd feel much better with the lump sum working for me from day one.

Ontario Lottery Corp. ignored claims of corruption
Scandal runs deep and wide; shoddy paperwork and turning a blind eye helped permeate corruption
Ontario retail store owners and their families claimed about $100 million in lottery wins between 1999 and 2006, including tens of millions of fraudulent claims ignored by the public lottery corporation, the provincial ombudsman said yesterday.
In a scathing report, Andre Marin said the Ontario Lottery and Gaming Corporation is more fixated on profits than the integrity of its lottery games and

Casino revenue in Macau could fall 25% in December according to Wells Fargo, continuing an ugly months-long slide that is beginning to claim another victim Las Vegas.
Total casino revenue on the Las Vegas strip fell 5.6% to $520 million in October as high-rolling baccarat players from China stayed home fearing President Xi's corruption drive. Baccarat winnings fell 36%.
It's worth noting that the people th

N.Y. couple wins $162M lottery jackpot - but owes $1M
No, none of us know the facts but some seem a little anxious to knot the rope. It's like they're saying: Let's give 'em a fair trial and hang 'em in the morning. It makes me wonder coming from this venue, if some of the vitriol isn't just resentment for their winning of the jackpot.

'An angry Richard Morrison told reporters outside his home in Miller Place Wednesday night that the county's claims were baseless.'
It's a lie! he hollered. It's a lie!

Florida couple claims share of historic $1.6 billion Powerball jackpot
There can't be anonymous ways to claim winnings due to the past corruption in lotteries.
Even with non-anonymous there still is some corruption, but it is at least a little easier to ferret out.
Classic - Hot Lotto is most recent example.
McDonald's Monopoly, at one point, was another where all the big winners were friend's or relatives of people involved with the game.
Plus if you go back even further, there are tons of stories.
Edit - not lots... stay away from hyperb

How The Winners, Not Numbers, Are Picked. A Theorem.
From my previous posts, it's evident that I do not believe the fix is in when it comes to online lotteries.
Lotteries are not new. Colonial America held lotteries as one method of raising tax revenues. Lotteries served many and various purposes. Sometimes lotteries were used to raise funds to build a hospital.
In the late 19th century lotteries were banned by law mainly due to fraud and corruption. In 1960, they resurfaced.
With a history of corruption and fraud, in 1960, state govermen

I'm ready to move on so this'll be my last comment on the subject.
The truth is neither of us know what they were really doing in the name of the homeless. That's why I originally said if they were in fact embezzling then they should be made to pay with hard time. Let's wait for the investigation to say what's what.

What would you do if you won 10 Billion dollars..
Interesting.... Well..with that kind of money, you can buy any material object you can think of. 'Things' alone can not satisfy you for long... you'd get bored of any car, home or anything else you can imagine in a short time after the novelty wears off.
Here's what I propose... INVENTION, CREATIVITY and INGENUITY..
I would hire the brightest minds in all fields, aquire all the resources I would need and start creating new innovative inventions to improve the quality of everyones live
