I think he rigged it. Just my opinion though. I just find it odd a guy that infiltrated the government. Won a jackpot. Well technically he did not win. But his trust did. Good point though. What irritates me about all of this is control, safety, and for the programs ... it's masquerading as greed. I hated that Tennessee banned sweepstakes casino's.
