Just an observation; On 12-10 there were 66 straight winners at $500 each, that is $33000. On 12-15 there were 34 straight winners at at $500 each, that is $17000. I find it odd that over the last ten days, except for these two days, the number of straight winners averages less than 10. So what are the odds of 100 people, 34 in one case and 66 in another, of coming with the exact same numbers? And when you add the winnings in dollars it is $50,000. and what are the odds of that? The next two lines of the law say However, this restriction shall not apply until after the first twelve (12) months of revenue generation. I take it mean they are taking in more than 15% for operating expenses currently and will do so until 12 months are up. OK, I guess. I see room for some corruption and waste until the strict 15% kicks in.

Good morning, just wanted to comment: I play the Arizona lottery everyday, pick3, Fantasy5, etc... my thoughts... we (Arizona) don t see the wins as frequently as California does, I follow all the Ca lottery games daily although I don t live there. They post immediately where the winning ticket was sold (location) and prize amounts. I like their transparency, not sure if there s any corruption. FYI... I m still waiting for my big win!!! Growing number of states move to shield lottery winners
Slowly but surely the rights of lottery winners may overtake the need for what the states call transparency.
Any noted corruption in anonymous states? None that comes to mind.

So, I will write a book one day about the corruption around the individual state level tickets and accounting practices, but yes this is a remaining loophole in a lot of state lotteries. The tickets are not deactivated out of the system out of the excuse they are left activated at a book level to ensure people who bought the original tickets have a chance to cash them in. The new Powerball site sucks so bad that I am considering not playing Powerball any longer. First of all, the numbers at the site are posted in the order they are draw not the order on the ticket I purchased. The new number order increases the chances of someone missing the sequence and not collecting their winnings which is probably what Powerball wants to happen.
