Lotteries also are allowed a +2%/-2% of the stated odds to also throw off predictability, however I will tell you they are very predictable almost to a point if you had a reliable way to track down the books in predicted ranges and had the time I would guarentee you a win with a 15%-20% error margin (in the perspective range especially off the front of the print).
