I voted no.
If it's too good to be true, it is.
The easiest person to con is another con man.
Anyone offering you such a proposal is more than likely going to pull some kind of gypsy switch on you and leave you with a briefcase of blank paper.

Bill limiting lottery prizes of people on public aid fails
Although I think that the end proposal was not encompasing enough, I think Rep. Stacey Campfield's FOCUS is on folks receiving government aid (anotherwards, monies from the annual tax payers within our country) who are spending perhaps more than $10 a week on lottery tickets ... not folks playing with less of the 'free money' from other people's forced kindnesses (taxes) towards them!

Lottery firm fined $1.4 million over security breaches
The Washington, D.C. government has fined the company that runs the D.C. Lottery $1.4 million for security breaches, a decision that could reignite a debate over selecting the next contractor to operate the city's gaming industry.
In a letter to Lottery Technology Enterprises, District contracting officer Eric W. Payne said the company failed to conduct proper oversight of its employees, allowing $72,855 in payouts to fraudulent winners and $86,166 in stolen tickets in 2005 and 2006.

Bredesen said the lottery scholarships could move beyond being solely a merit-based program because not enough help is available for students who need financial help to go to college.
One area where Bredesen said he expects to make little progress is in resurrecting last year's failed proposal to offer free community college tuition for any high school student with a C average.

Tennessee Gov. wants to spend lottery reserve
Excess money would be distributed to school districts
Tennessee Gov. Phil Bredesen said Thursday the state lottery's huge cash reserves need to be distributed.
Bredesen, a Democrat, has abandoned last year's proposal to create a $100 million pool that would have served as collateral to improve credit ratings for school districts, he told The Associated Press in an interview Thursday.
The legislature wanted to spend it, they didn't want to put it aside to enhance credit, Bredesen said.
