I know what Markov chains are, but I don't know anything about Stoopendaal's program that he named Markov Chain. As a rule, I don't download programs from users I don't know who never log in. Markov chain analysis cannot shed any light on random processes like lotteries, so I doubt this program is any better than a random number picker, regardless of whatever name the creator gave it.
