Wyoming lottery backers try again
Legislators will have another chance to pass a state lottery bill in the weeks ahead. The new proposal is modeled after the 15-year-old Georgia lottery.
The 2009 version is different in many respects from previous bills that failed to get through the Wyoming Legislature.
For one thing, the proposal would direct $11 million or $12 million to the Hathaway Scholarship Permanent Trust. It also would set up a separate entity, a business corporation, to run the lottery and would not require any

Indiana Lottery privatization on hold
Gov. Mitch Daniels said Friday he is putting off but not giving up on his hopes of privatizing the Hoosier Lottery and wants a yearlong, statewide conversation on how best to spend the $2 billion or more the lease could bring.
Daniels said 10 companies, mostly American firms, have submitted nonbinding bids to lease the Hoosier Lottery. Half of those, he said, are north of a billion and a half, with two offers well over twice as big as the $1 billion the state had estimated it could rece

Nevada panel passes lottery proposal
Over the opposition of two major gaming corporations, an Assembly committee voted 8-5 Thursday to let voters decide whether to legalize a state lottery.
All Democrats on the Assembly Constitutional Amendments Committee backed Assembly Joint Resolution 5, while all five Republicans opposed it.
Passage of the resolution in the committee is the first step in a long process before Nevada would join 42 other states in having a state lottery. The measure needs approval by both houses of the Legi

Indiana Senate approves lottery sell-off
Administration officials worked the back of the Senate chamber Tuesday and managed to secure just enough support to pass Gov. Mitch Daniels' plan to privatize the Hoosier Lottery.
The 27-20 vote comes from a GOP-controlled chamber that is far friendlier to the governor's plans than the Democratic-held House, where Senate Bill 577 heads next.
The legislation authorizes the state to enter into a contract with a private operator to run the lottery for the next 30 years.
In exchange, the st

Indiana Lottery privitization takes big step forward
Indiana Gov. Mitch Daniels' plan to privatize the state lottery took a major step forward Tuesday when a key Senate fiscal panel narrowly approved the proposal.
The 7-5 vote came after educators and business leaders lined up to support leasing the Hoosier Lottery to a private operator in exchange for $1 billion toward a life sciences initiative and scholarships meant to keep smart Hoosier kids in Indiana.
One Republican joined the four Democrats on the committee to vote against the measure

Texas Gov. proposes selling the lottery
Texas Gov. Rick Perry said Thursday that his State of the State address on Tuesday would include a plan to fully privatize the Texas Lottery by selling it to private interests.
Perry said such a sale would raise substantial funds that could be used for health care and research.
Other states, including Illinois and Indiana, are looking into the concept, which allows a state to collect a large lump sum to replace future lottery revenue.
The proposal is likely to be controversial because t

Indiana Gov. wants to sell lottery
As details continued to leak out Wednesday about Indiana Gov. Mitch Daniels' plan to privatize the Hoosier Lottery, reaction from area lawmakers was less than encouraging.
Daniels is expected to unveil the proposal which would likely raise money for higher education at 11 a.m. today.
Wells County Republican Rep. Jeff Espich was briefed on the idea a few weeks ago along with other key lawmakers.
His understanding of the plan was to entice a private entity to run the lottery in exchan

Defense Bill Dispute May Stall Internet Gambling Proposal
A dispute among Republican leaders may delay the fate of a proposed Internet gambling ban until after the Nov. 7 elections, congressional and lobbying sources said Tuesday.
Senate Majority Leader Bill Frist, R-Tenn., and House Speaker Dennis Hastert, R-Ill., are pushing hard to include an online wagering ban and a slew of other bills in defense legislation.
But in a letter to Frist on Monday, Sen. John Warner, R-Va., the chairman of the Senate Armed Services Committee, said he firmly op

Texas lottery players want to get rid of 'bonus ball'
Players are letting the Texas Lottery Commission know in sometimes blunt and colorful language that they want the bonus ball to be bounced out of the Lotto game.
The panel that oversees lottery operations is expected to vote next week on a proposal to return the game to a format resembling the one that was thrown out a little more than three years ago because officials were concerned about its profitability. But they ran into a problem when the new game proved to be about 30 percent less pr
